郭银峰，1949年出生于甘肃庆阳合水肖咀乡，梅家寨子村，1968年入伍，先后在西藏军区、成都军区，成都陆军学校、西安第二饱兵工程学院、西安政治学院工作，正团职，上校军衔，1996年转业到陕西省人大办公厅，任厅级巡视员。1971年部队推荐到四川美院进修学习。中央党校本科学历。2011年11月在北京人民大会堂举办书画展和高层艺术研讨会，2012年10月在法国卢浮宫举办书画作品展，2013年在自己的家乡修建了260平方米个人艺术馆。现为中国书画艺术委员会副主席，亚州书画家协会副主席，中国书画家协会副主席，中央美院客座教授，英国牛津艺术学院客座教授、博士生导师，中国艺术名家交流中心教授，西北书画研究院院长，国家高级美术师，国家特级书法师，陕西省人民政府参事室丶文史馆研究员，中国国家兰亭字庫简化行书字体收录者。国家先后授予本人人民美术家，德艺双馨人民美术家，德艺双馨人民艺术家，中国书画大家，党旗下的艺术大家，中华国礼艺术家，《华夏儿女》一一优秀艺术传承之星，中国书画功勋人物，世界文化艺术形象大使，中外文化交流大使，中国胡润国际艺术中心副主席，中央电视台艺术中心顾问，中国当代世界级艺术家。
